Believe this is an upstream issue in Plasma fixed here -- they say it'll be in 6.1. For what it's worth I applied this MR as a patch to kwin
and it resolved my full screen issue, but I still have a weird deal where the panel moves to the top of the screen after I play something fullscreen.
Ah OK. I guess I'll wait and see for when I get that update, for now I can use --geometry to make the window full screen.

Upstream issue is fixed, and I haven't run in to this problem for a while.

Reproduction steps
Play a 480p video, in this case for testing, a ~700-720x480 animorphic 4:3 video. Press F for fullscreen.
Expected behavior
Window fullscreens.
Actual behavior
Screen blinks then the window returns to its original size.
This works with plasma wayland, but that crashed my GPU so I'm stuck with X11. I'm sure this could be an upstream bug but I'm starting with the bottom of the stack since there might be some insight here.
