Bump wayland{-protocols} and libpipewire #14488

Ubuntu 24.04LTS has been out since April and has these libraries available at this version.

Would make mpv more burdensome to build on debian stable. Not sure how much we care though.

Edit: Actually bookworm is on wayland protocols 1.31 and we currently don't use anything later than that other than cursor_shape so maybe just make it 1.31 instead?

Sure, and bring pipewire to 0.3.65 and libwayland to 1.21 since they're on that as well. The pipewire bump also seems to break freebsd ci though it doesn't matter since 1.0.4 suffices for us. This is just for debian stable
