BPEL Export is always disabled #411

What steps will reproduce the problem?
1. Create a BPMN 1.2 diagram.

What is the expected output?
I can start the BPEL Export using the buttons in the toolbar.

What do you see instead?
The BPEL Export button is always disabled without explanation why.
