Use ng-packagr to produce distro. #22

Closes #20.

Just a friendly reminder that after this is merged, the version should be bumped to 0.4.0 and publication should be done by npm run build && npm publish dist.

@mpx200 Although I have access to the main repo, I do like to work with forks and PRs, so that a code review can be done also by a fresh pair of eyes.

Additional info:

Minimum node version is now 6.9.0 and npm is 3.0.0 as per @angular/cli specs.
- An entry has been added in engines to keep track of the @angular/cli version the module has been build against.
- README has been updated.
- tsconfig.json has been simplified as the compiler config is now set by ng-packagr
- tslint has been fixed.
- Dependencies have been updated.
