Should add LICENSE and CODE_OF_CONDUCT files #120

Would be a good idea to add license and CoC. Propose MIT or APL, and Contributor Covenant. Easy to add directly on GH.

We can put CoC into the org-wide .github repo (assuming we agree on which to choose). LICENSE needs to be on a per-repository basis.
