by making the input sgml files valid docbook documents wrt the stricter docbook sgml declaration.

This is also in contribution to #327 and fixes it.

Please review and test. I hope I didn’t patch out anything important that the test was supposed to check, but I don’t think so. ;)

It works now on my system using the original docbook.dcl sgml declaration.
