Make raccoon simulation into function #22

When we are testing management strategies, we will want to test multiple strategies against each other so need to wrap the simulation into a function.

Also think about

  1. When we start each management strategy
  2. What parameters we are saving from each simulation, i.e. just human risk? Age-intensity profiles? etc.
