BMS control (or rather prevention of external control) of max charge and discharge is removed

I merged it with https://github.com/mr-manuel/venus-os_dbus-serialbattery/commit/4b1131411c193bf7f74dfd4ac0362b1524342b44, since it was simpler in this case.
