Tiktok direct video uploader functionality #76

Ideally detecting when a tiktok URL is sent, but could also work as a slash command directly

Possible solutions Method 1: Downloads a video from tiktok, posts it to discord, and then deletes it from local storage. Method 2: Grabs a direct-link to the video and posts that.

Properly managing storage space is a MUST!!!
