USB Device Not Recognized #505

I have recently purchased the ArduPilot Mega v1.4 with OilPan and was hoping to 
start testing.  When I connect the setup to my PC via usb, I get the following 
Windows popup message:
USB Device Not Recognized
When I view my connections, it shows that the ArduPilot is an Unknown Device.

I was able to borrow a friends laptop for a few seconds, and when I plugged the 
unit in via USB, the LEDs give a quick flash, with no further indication of the 
device is working.

All this was in a Win7 environment.
