What steps will reproduce the problem?
1. add new shortcut and order it is not easy for Beginners

What is the expected output? What do you see instead?
1. add shortcut to wbar by drag and drop shortcuts
2. easy order shortcut by drag and drop

What version of the product are you using? On what operating system?

We're trying to keep wbar minimalist, there are already config tools for 
configuring wbar from a graphic interface.
