Filer color setting borked #82

What steps will reproduce the problem?
1. Open wbar-config 
2. choose Effects/Filter color
3. press Reload button

What is the expected output? What do you see instead?

Icons are always tinted in shades of sick green or yellow or somewhere 
inbetween.

What version of the product are you using? On what operating system?

2.3.0 on linux

Please provide any additional information below.

Wbar-config should concatenate alfa vaue first and than color and than put the 
result in config file at $HOME.

The way it is now blue becomes alfa an vice versa.
