Curation of the open library of questions #277

@marieALaporte Need to have a curated list of questions for the open library.

Tasks: -Set English as a primary language, later it could be used use the multi-language tool to add new languages. -Merging duplicate questions -Annotating with Ontologies terms -Identify a process for the curation of new questions

Open question: do we want to have questions that are crop-specific?

Broader context: we need to allow users to select from a list of "templates" or specific protocols. And then pick the language (or before language, then template)

I believe this is in accordance with what Marie mentions

When selecting the template and the languages they require, when entering the forms they can see the questions in the different languages.

We must have the questions in the languages most used or required by the users.

We know that @marieALaporte is working on the curation and translation into French.
