Update marburg_parameter.csv #54

Fix Marburg database issue so that this works with epireview data.

For the effective reproduction number the parameter value is in the parameter value type field (which is wrong) and hence doesn't work with epireview code. Adding the central value to the parameter value field (replacing NA) but keeping it in the parameter value type field as well for now to ensure that this is backward compatible.
