July report update for Blueprint

So far this contains a template for a new report updating our initial report to Blueprint.

Next steps:

• Add updated description of model. This could be done just by mentioning the difference from the first report, rather than copying the whole thing
  • The data that we use (being from the USA)
  • Location-specific riskiness
  • The methods we use for targeting
• Fill out section with new results once available
