https://github.com/mrc-ide/helios/pull/122 works but includes households always in the joint instance. We want to be able to specify far UVC being allocated jointly between schools, leisure and workplaces without households.
Currently, I've just commented out the households part, but it'd be nice to add in a parameter or something to control having them included or not.
