Dev no deaths #15

I added a new .pjnz without hiv deaths and births and tot pop now match between spectrum and leapfrog.

Also added in initial checks for inc, prev, and deaths with cutoffs that allows the current version to pass the test.

Can you check these test levels? I'm not sure what the general expectation of reasonable difference is.

Excellent. I think this builds on #14, so let's go through the comments on that one first.
