Test file with HIV simulation and net-migration included is skipped because something is discrepant there. There is something slightly discrepant about about births when HIV and net migration are included.

That difference may be obsolete after demographic changes in Spectrum 6.2 because net migration moves to the end of the project step.

Confirm what was speculated above: the difference in births when HIV population and net migration are implemented becomes obsolete when end-year net migration change is implemented in Spectrum >v6.2.
