Time-varying vaccine profiles for set_pev_epi #228

As mentioned in this comment. We may want to vary vaccine profiles over time with the epi distribution.

We still would need to design how to specify primary and booster profiles which should be administered depending on when an individual is onboarded.

I think this is now possible with the current set-up?
