Add indication of evidence base and WHO position to intervention documentation and vignettes #312

To help users discriminate between WHO recommended interventions with a strong evidence base and others, we propose adding badges to each intervention vignette and help file, using an associated set_() function..

  1. WHO status, with link to magicapp, e.g.:
