Update PLHIV outputs to include following age bands:

Adding a comment here -- this is for OVC stratification required for Data Pack. The initial proposal is that these will not be included in the main Naomi output package, but as a post-processing step as part of the Data Pack export. To be confirmed whether this is done in Naomi code or in Spectrum or both.
