Default behaviour is that the seeds have a forced max R0 on the super-spreader game. This is kind of understandable, as otherwise they have an unfair advantage really, due to being the seed. Perhaps rethink this game with different criteria for super-spread-ness. Perhaps count how many different people received bluetooth signals from others, and set the bluetooth to low range.
This I think would need a lot of work / might not be possible, as the microbits would need to send basically their infection table to the master.
