Upgrade to latest vagrant #12

We're currently using vagrant 1.1.2, which has issues with vagrant reload

We should upgrade

I'm aware of the breaking changes between Vagrant 1.0.x and 1.1.x,, but how is upgrading from 1.1.2 to 1.1.4 something that needs to be coordinated (other than in the README, which should probably read 1.1.x in case, ideally with a recommendation to use the latest stable version)?

In fact I've been using the this project's Vagrantfile with Vagrant 1.1.4 only if I recall correctly.

I guess it isn't - if you have been using Vagrant 1.1.4 successfully :smile:

I'll just update the Readme.

@ryanholder @daithi-coombes - please make sure you're all using the latest Vagrant v1.1.4
