Add an interactive cheat menu allowing to enter, manage, enable, and disable cheats per game.

It'd be fun to be able to use a GG/PAR ROM and simulate having the device actually plugged in, and use its code input screen. Not very practical because it limits how many codes you can enter and you have to re-enter them whenever you restart, but it would be fun nostalgia for people who had one of those devices.
