Removed support for HHVM (composer/composer#8127) and PHP v5.5 (travis-ci/travis-ci#9881)
Added support for PHP 7.2–7.4
Updated PHPUnit to v5.7 and PHPUnit Bridge to v5
Replaced fabpot/php-cs-fixer with friendsofphp/php-cs-fixer v2.16
Updated Travis config file to support switching distributions
Updated PHP-CS rules to support v2 API
Replaced .php_cs with .php_cs.dist
Updated codebase as per PHP-CS

Until we can officially merge this pull request, I've submitted a drop-in replacement (that includes #24) to Packagist: mcaskill/url-shortener
