Style widget titles to be same size as h1s, at various layout sizes #124

When the layout is two-column, the widget titles should be 1.25 em, smaller than the page content headings.

When the layout is one-column, the widget titles should be the same size as the page content headings. That is, not like the below screenshot where "Contact Info" is awkwardly smaller:
