Use design from #25

Treat this as a start to styling the entire site, so keep the CSS as general (applicable to the whole site) as possible, rather than targeting very specific page elements.

Need to replicate the following in WordPress Admin on production and lower environments

[x] GravityForms settings > uncheck "Output Default CSS" (maybe as a later phase)
[x] Upload Form: move intro text out of form and into page above form
[x] Set created by field to medium

Need to resolve GravityForms bug. ticket in.

Done enough. Could resolve mobile safari issue of background color not extending to full width
