Fix: incread number creation from 8 to 12

OK here we go:

• ADDED 8 new checkboxes(4 for files and 4 for folders) to Dialogs\Wiz3.dlg. When changing dlg file this rc file automatically updated: Wiz3Dlg.rc.
• Upgrade controls from 8 to 12 on wiz\wizard.asm
• Updated radasm.exe
• Project description in Radasm.rap file upgraded from 2.2.2.3 to 2.2.2.4
• Updated Whatsnew.txt
• Didn't upgrade release, still 2.2.2.4

Everything is fine on my machine 😁 So please check before merge!

Important Notice: While building project, be sure that all the resources get recompiled! ;)
