Updates to data release schedules #66

Addressed some inconsistencies in data_combine and release schedule (i.e., some species missing from the latter, but included in the former).

Changed CHCl3 to be from MD, as per request from Paul Krummel

Some things from email chain 13th June (Ray Wang et al.):

Changes to release dates for HFC-4310mee (hold after 2022 until cal looked at)
Release HCFC-124 ADS
Release all Medusa species for CMN similar to other AGAGE sites, apart from CCl4 and TCE
Hold CFC-113/a and 114/a after 2018
