Tidy up, removing some stuff.

The P-matrix uncertainty is now a fraction relative to the a priori emissions. Is this what was meant in issue #15 ?

Does not allow uncertainty to be less than 0.1 Gg (hardwired).

I've changed the emissions uncertainty so that it's constant in time for now. You just put in four elements, one for each box. In future, we need to have user-specified models for R and P.
