xPL interface #119

xPL protocol is commonly used in domotics application in order to interface 
various sensors, actuators and software.

It would be useful to be able to output the different weather information as 
xPL message in order to transit those information to the domotic system.

Note also that xPL message could be used as an input in wfrog when a weather 
station is directly connected to a Weather station.
