Fire OS 7.3.2.2+ has a device administrator application that protects certain apps from being disabled, uninstalled, or cleared. This makes some of the core apps in the debloat list unable to be disabled, but the tool will try to disable as much as it can. There have been a couple updates after Fire OS 7.3.2.2 that have eased up on what apps can be disabled, but there isn't much more you can do without root.
