Rubber bands come off the wheels #11

If they aren't tight to begin with, or if they stretch out over time, they come out of the grooves during pivot turns and then jam up the wheels.

56 o-rings (1-1/2 in. OD x 1-3/8 in. ID x 1/16 in. wall, or metric equivalent) work much better than #16 rubber bands. BOM updated to spec those o-rings instead of rubber bands.
