Make config ready for release

A few things are needed before the move from neat-config to @neato/config is complete:

• [ ] Fix linting
• [ ] Make unit tests work again in the new monorepo
• [ ] Move NPM package from old neat-config to new org
• [ ] Setup CI to automatically publish on push
• [ ] Host new documentation site, base it on @neato/guider
