[bgo#634168] Save language setting for spell checking #42

The application should save (in gconf/gsettings) the language being used in the text entries, so that the spell checker's language doesn't need to be set on every invocation.

However this relies on getting the info from gtkspell, and see gtkspell feature request #3015525.

My idea was to use gtkspell temporarily and port the spell plugin of gedit instead. I think there was already a port of this plugin somewhere but it need some polishing and review. I don't have time now to do it but it may be worth checking it some day.
