Enable Ubuntu 13.04 / raring package to PPA #250

There is currently no deb package for the current ubuntu 13.04 distribution
available in the PPA. would be great if you could offer a recent build of 
version 0.90.4 since canonical only offers 0.90.1

Duplicate of issue #248.

Also, the PPA should not be needed [anymore] as the latest version is included 
straight in the Ubuntu and Debian repositories:
https://launchpad.net/autokey
https://packages.qa.debian.org/a/autokey.html

(0.90.4 starting with ubuntu 14.04, the current most recent LTS, previous 
Ubuntu versions include 0.90.1)
