check for dot net version #149

I was wondering if there is a .net check you can do, because if you have
.net 2.0 or 3.0 the program runs, it just doesnt work properly, and it
might help some users trubleshoot. (I for one was sure i had 3.5, but i didn't)

Done for next version.... checks off of registry for now. Will have to come up 
with
something else later if I ever get around to trying to fully support Mono.
