Improved Example PyTPG & TPGSettings

• Modified example PyTPG so its a Package variety now rather than a single module
• Added instructions on how to create a PyTPG
• Fleshed out the TPGSettings class more
• Implemented setting parsing on the C++ side of the PyTPG api
