chore: Move TODOs to Issues #118

Chore Description

The TODOs need to move to github Issues

Steps to Test

  1. grep -r TODO: --exclude-dir submodules should return nothing (except from submodules, which isn't controlled by this repository)
  2. Everything that previous returned from that command should be a new github Issue

This TODO will be handled much better when this command moves to golang and that will already be part of the conversion.

this TODO won't be needed as bbctl will implement these functions and this repo should just drop them.
