Feature Description

Add Windows support back, similar to [this commit (possible tag powershell-exists)](https://github.com/mrlunchbox777/basic-setup/tree/dd52f8d6a9ce3e19a9a4234b37b9a6085b37eff9

Why?

Windows needs to be supported, even if it's just through WSL.

What-should happen?

Support the WSL installation and then bs setup in WSL. Also add some basic scripts for common connectivity between the two like bsctl syncing ~/.kube or ~/.aws.

Steps to Test

• Support installing WSL and then installing basic-setup on that WSL
• Support some very basic functions of syncing between Windows and WSL
