WMS update scheduler run breaks #132

The cronjob that run to update WMS automatically break when class_wms.php has fatal errors. Should be reengineered to call webservices.

Done with https://github.com/mrmap-community/Mapbender2.8/commit/6d5aee5c55172053db17ae20e892583e7eb7debc and https://github.com/mrmap-community/Mapbender2.8/commit/1e67a4d42fc0f818d5a9d20af6f08a38e7b85a57. Scheduler may be easily extended for WFS in a similar way.
