It should be possible to change the order (up/down) of the layers in the theme area of the map viewer. This does not work currently.
Reproducible in this way:
Behaviour for complete service
Now I would like to change the order of a whole service
first click on position up -> result position down (entry WMS HE DOP)
second click on position up -> no response
third click on position up -> error message
if you decide to first click position down -> result position down (correct)
The behaviour is different for the individual layers. As far as I have checked, the layers can still be moved up and down within the service.
