What does this PR do?

Removes gulpfile.js.

Currently gulp is not being used. It has been replace by:

tachyons CLI for processing CSS
npm watch for noticing whenever files change
hawkins for live reload

Probably the key feature missing is the images minified which can probably be added without resorting to gulp.

How should this be manually tested?

There is not much to test since the file is not referencd anywhere.
