Describe the bug
Unlike GDMenu, OpenMenu doesn't seem to be able to boot without at least 1 VMU being in use.
To Reproduce
Steps to reproduce the behavior:
Remove all VMUs from all connected controllers on the Dreamcast.
Start the console and attempt booting into OpenMenu.
Get a black screen instead of the menu showing up.
Expected behavior
OpenMenu booting up as normal (except with all settings on default since obviously it wouldn't have anywhere to load them from).
Additional context
At the end of the day, this is not a huge deal, since I pretty much always use my VMUs anyway, but from what I tried, GDMenu does boot up as normal even without any VMUs inserted (with all settings reverted to the defaults, obviously), so I think it's pretty odd that OpenMenu seems to rely on at least 1 VMU being in use to work...
