Set up a 'Service Charge' rate that is added to USDBTC conversion rate in Android Wallet #188

I am bumping into small business owners who are requesting this feature to 
avoid awkward delays due to manual calculation.

If service charge can be set up somewhere under "Preferences" or "Options". 
Fees figures do not need to be itemized when showing the Total BTC requested.
