Support for configuring authentication policies #821

I couldn't see a resource in the current release for managing authentication policies.

e.g. if I want to configure "WebAuthn Passwordless" to have required user verification (as mentioned in https://github.com/keycloak/keycloak-documentation/blob/main/server_admin/topics/authentication/webauthn.adoc#setup-1)
