Add base.html to template the header, footer, etc. ReqID 2 #1

Add a base.html file using blocks you can copy the same header or other parts of a file that you want shared across all html files. This will prevent us having to change the same thing on multiple pages.

@johnzheng0 In the future, if you're adding commits for specific issues add a "#issue_number" and it will automatically link it with the issue. And if you complete the issue with a commit do "fix #issue_number more_commit_comment_info_here" and it will close out the issue for you.
