Get User Follows endpoint removed #1502

Legacy Follows API and EventSub Shutdown

TL;DR: there's a new API endpoint Get Channel Followers that we should be using instead. The old endpoint was removed on 2023-09-12.

The only thing this breaks is the twitch-follow events.
