Admin / Registration Feature #82

Create an admin feature that requires either admin permissions or that you are the user with ID 1 and therefore have access for now anyway as an MVP.

As part of the configurations wire up the registration form so that new registrations can be switched off closing the door to the environment whilst separation of data sets is worked on.

Completed the admin page which now displays the check box to toggle the registration page on and off.
