Keyboard works in english version when you use german #19

What steps will reproduce the problem?
1.Using the Keyboard

What is the expected output? What do you see instead?
If you use the keyboard with german language it will write "z" if you type "y" 
and "y" if you write "z" so it is the english keyboard which is be used in the 
germen version..

What is your device, RootFS and kernel versions?
0.0.6-the-flying-world/ 2.6.28..NIT.05
